Next, on behalf of the FPA Binh Dinh Executive Committee, Mr. Le Minh Thien presented the Report summarizing the year 2024 and outlining the tasks for 2025 of FPA Binh Dinh.

The report states: In 2024, amidst complex and unpredictable fluctuations in major export markets worldwide, the wood and wood product market faced numerous difficulties and challenges, intertwined with opportunities for recovery in key export markets.

The Association's Executive Board consistently adheres to the policies and guidelines of the Government and relevant ministries, especially the enthusiastic and thoughtful support of the Provincial Party Committee, the Provincial People's Committee, relevant departments and agencies, and local authorities of the province; it cooperates closely in programs and activities, promptly compiling feedback from members regarding difficulties and obstacles in production and business activities in the industry to quickly report and propose solutions to the Provincial Party Committee, the Provincial People's Committee, and relevant departments and agencies, or to central agencies on all issues related to the production and business activities of the wood industry and supporting industries...

According to statistics, in 2024, the total export turnover of the province is estimated to reach 1.71 billion USD, an increase of 7.81% compared to 2023. Of this, the wood industry in Binh Dinh alone achieved an export value of nearly 1.1 billion USD, an increase of 151% compared to 2023, accounting for approximately 621% of the province's total export turnover.

Among these, several sectors experienced significant export growth, such as: Indoor, outdoor, and garden furniture, reaching US$434.97 million (an increase of 12.11% compared to 2023); other wood products (wood chips, pellets, etc.) reaching US$414.2 million (an increase of 10.91% compared to 2023); and woven/imitation rattan products reaching US$211.73 million (an increase of 28.81% compared to 2023). Notably, this is the highest export value ever achieved by Binh Dinh's wood industry. In addition, wood imports in 2024 reached US$35.95 million, an increase of 411% compared to 2023.

Contributing to the industrial production value and export turnover of Binh Dinh's wood industry are many leading enterprises such as: Phu Tai, Tien Dat, Dai Thanh, Hoang Hung, Thien Phat, Duc Hai, Duc Toan, Nghia Tin, Phu Tai Bioenergy, Hoang Giang, Tan Dai Hung, and nearly 150 other enterprises in Binh Dinh province… At the same time, the products of Binh Dinh's wood enterprises have high added value, advanced technology, high labor productivity, and apply quality management systems, environmental management, certified wood, and corporate social responsibility (ISO 9001, FSC/VFCS-PEFC CoC/FM, amfori BSCI, SMETA, CTPAT…)… As a result, they have created jobs for more than 30,000 skilled workers with industrial production practices…

According to the Chairman of FPA Binh Dinh, regarding the direction and tasks for 2025, FPA Binh Dinh will focus on the following key tasks:

– Actively advise on the development of industry policies; synthesize and analyze market conditions, proactively propose solutions to overcome obstacles and difficulties for the timber industry… Coordinate with the Forestry Department, the Forest Protection Department, the Department of Agriculture and Rural Development, the Forest Protection Sub-department, and the Provincial Customs Department to implement Decree 102, Decree 120, and guiding circulars of the Ministry of Agriculture and Rural Development, especially urgently implementing Decision 3024 to adapt to the EUDR; Coordinate with the Department of Agriculture and Rural Development and the Forest Protection Sub-department to implement the “Sustainable Forest Management Plan for the period 2020-2025”.

– Focus on preparing personnel and documents for the 7th Congress of the Association for the 2025-2027 term, in order to inherit and develop the vision and strategic direction for the development of the province's wood and forestry products industry in the coming years.

Speaking at the Binh Dinh Province Wood and Forestry Products Industry Review Conference in 2024 and outlining tasks for 2025, Mr. Pham Anh Tuan acknowledged and highly appreciated the efforts and results achieved by FPA Binh Dinh in 2024.

The Chairman of the People's Committee of Binh Dinh province stated: In 2024, Binh Dinh province exceeded 20 out of 21 key socio-economic development targets; in particular, GRDP increased by 7.781%, meeting the target set by the Provincial People's Council and ranking 26th out of 63 localities nationwide, 6th out of 14 localities in the North Central and Central Coastal regions, and 2nd out of 5 localities in the Central key economic zone. The industrial production index increased by 101%, higher than the national average by 8.31%. Total export turnover reached US$1.71 billion, an increase of 7.81% compared to the same period last year, exceeding the planned target by 3.61%. This was largely due to the significant contribution of the Binh Dinh wood industry, with export turnover reaching US$1.064 billion, an increase of 10.81% compared to 2023, accounting for approximately 60% of the province's total export turnover; this is the first year that the Binh Dinh wood industry has surpassed the US$1 billion mark…

In addition, investment attraction activities in the wood industry in Binh Dinh province have also yielded positive results. In 2024, the province attracted 31 projects under construction with a total investment of approximately VND 3,379 billion, an increase of 5.81% compared to 2023; raising the total number of wood processing enterprises to over 370 with a total investment of over VND 30,000 billion, creating jobs for more than 30,000 local workers; making a significant contribution to the overall growth of the entire Industry and Trade sector of Binh Dinh, as well as the wood industry of Vietnam. With the above results, FPA Binh Dinh continues to affirm its core role in contributing to the development of the wood industry…

Regarding the socio-economic development situation and tasks of Binh Dinh province in 2025, and the tasks of FPA Binh Dinh in particular, Mr. Pham Anh Tuan analyzed: 2025 is identified as a year of "acceleration" and "breakthrough," focusing on overcoming difficulties and challenges to successfully achieve the goals and targets of the Resolution for 2025 and the entire 2021-2025 term. With the forecast of a continued complex and unpredictable international situation: Major export markets are introducing new green standards for contract signings; consumers continue to tighten spending due to inflation; sea freight rates are projected to increase; domestically, capital costs remain high, raw material and input material prices are rising, and there is a shortage of skilled workers… Against this backdrop, the province's economy will face a mix of opportunities and challenges. To contribute to achieving the province's socio-economic development targets, especially the goal of increasing GRDP from 7.6-8.5% and the wood industry continuing to strive for export turnover of 1.2 billion USD to reach 1.8 billion USD for the whole province, the Binh Dinh FPA needs to focus on implementing the following tasks:

– Focus on preparing the conditions and organizing the 7th Congress of the Association (2025-2027 term), especially personnel matters, selecting individuals who are enthusiastic, dedicated, reputable, possess professional ethics, and have the capacity to organize activities… to be elected to the Executive Committee…

– Continue to promote the role of the Association, helping state management agencies understand and propose solutions to promptly resolve difficulties and create favorable conditions for businesses producing and exporting wood and forestry products. Promote and encourage businesses to comply with legal regulations on product origin and traceability, and accelerate the transition to green production…

– Enhance members' access to market information to improve proactive measures and risk prevention; strengthen communication efforts regarding legal regulations and accountability systems for legally sourced timber in importing countries.

– Proactively coordinate and organize specialized workshops and training programs, especially on the use of certified timber and products with reduced emissions; access government and international organizations' support programs and projects for the wood processing industry.

– Strengthen linkages and cooperation among members to form industry clusters and value chains in wood processing and consumption; protect the legitimate rights of members. Continue to encourage members to jointly invest in planting large timber forests, forming raw material areas with sustainable forest management certification (FSC/VFCS PEFC).

– Successfully coordinated and organized the 2025 International Outdoor Style Goods Fair in Binh Dinh, as well as workshops and forums on wood trade and technology transfer…

At the same time, in order to effectively carry out the above tasks, the Chairman of the People's Committee of Binh Dinh province requested the departments, agencies, and localities in the province to implement 4 solutions, including:

Continue to maintain regular contact and exchange with FPA Binh Dinh and businesses to gather information and promptly support the resolution and removal of difficulties and obstacles in the investment and production and business activities. Continue to improve the investment and business environment; simplify administrative procedures…

Focus on facilitating existing factories, with 30 new factories completed and put into operation in 2024, and 32 wood processing projects under construction expected to start production in 2025… maximizing existing production value and creating new added production value.

Disseminating information about new generation FTAs to help member businesses understand the rules of origin of importing countries, technical barriers, trade dispute situations, etc., enabling them to proactively seek and expand markets, especially in e-commerce activities; providing financial support for participation in national and local trade promotion programs; and supporting small and medium-sized enterprises in the wood industry to participate in industry clusters and value chains.

Prioritize attracting industrial production projects aimed at developing deep processing of wood chips and supporting industrial products for the wood processing industry; guide small and medium-sized enterprises (SMEs) to participate in industrial promotion programs and other support policies to develop production and business; coordinate the development of large-timber forest plantations associated with sustainable forest management and forest certification in the province; ensure industrial infrastructure, port services, and electricity supply for business operations, and promote efficient and economical electricity use, especially during prolonged dry months…
