The 7th Congress of the Binh Dinh Province Wood and Forest Products Association (FPA Binh Dinh), term 2025-2027

On March 7th, the 7th Congress of the Binh Dinh Wood and Forest Products Association (FPA Binh Dinh), for the term 2025-2027, was held at the Binh Dinh Provincial Conference Center, No. 1 Nguyen Tat Thanh Street, Quy Nhon City. The Congress determined: To promote the development of a prosperous and sustainable wood processing industry with the brand "Binh Dinh Wood Products"...

Attending the 7th Congress of FPA Binh Dinh, term 2025-2027 were: Mr. Ha Cong Tuan, former Permanent Deputy Minister of Agriculture and Rural Development; Mr. Le Binh Thanh, Member of the Executive Committee of the Binh Dinh Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Binh Dinh Province; Mr. Nguyen Tuan Hung, representative of the Forestry and Forest Protection Department, Ministry of Agriculture and Environment; Mr. Tran Thanh Dung, Director of the Department of Industry and Trade of Binh Dinh; Mr. Cao Chi Cong, Vice Chairman of the Vietnam Wood and Forest Products Association; Mr. Le Minh Thien, Chairman of FPA Binh Dinh (6th term)...

In his opening remarks at the FPA Binh Dinh Congress, Mr. Le Minh Thien stated: During the 6th term (2021-2024), the global market context has been constantly fluctuating and unpredictable, with many unprecedented challenges: the Covid-19 pandemic; the US-China trade war; geopolitical conflicts between Russia and Ukraine, and Israel and Hamas; high inflation leading to prolonged tight monetary policies that caused many importers to go bankrupt, and a sharp decline in demand for wood products…

Despite the above situation, wood and timber businesses in Binh Dinh province have made efforts to overcome difficulties, gradually stabilizing and developing. Accordingly, while the total export value of the wood industry in Binh Dinh reached 2 billion USD in the 2017-2020 term, this figure has reached over 3.82 billion USD in the 2021-2024 term, an increase of 901 TP3T compared to the 2017-2020 period, with an average increase of 231 TP3T/year. The total average annual increase in export value of the wood industry in the 2021-2024 period reached 551 TP3T, with an average annual increase of 141 TP3T/year, higher than the set target of 101 TP3T/year…

However, according to Mr. Le Minh Thien: Currently, the global market situation is changing rapidly, unstable, complex, and unpredictable, especially the US and EU markets… This requires businesses and entrepreneurs in the wood industry of Binh Dinh to make greater efforts, be more creative, and have breakthroughs in their thinking and methods… At the same time, at the 7th Congress, each member of the Binh Dinh FPA also needs to seriously and comprehensively and objectively evaluate the results achieved, thoroughly consider and provide feedback on the limitations and shortcomings…

In particular, Mr. Le Minh Thien emphasized: The motto of the 7th FPA Binh Dinh Congress is "Unity - Development - Prosperity - Sustainability". Therefore, each FPA Binh Dinh member needs to continue to unite, cooperate, and promote production, business, and export activities, contributing to the sustainable development of the Binh Dinh wood and timber industry, worthy of the "Binh Dinh Wood Furniture" brand...

Next, on behalf of the Executive Committee of FPA Binh Dinh for the sixth term, Mr. Nguyen Sy Hoe, Vice President of the Association, presented the Report summarizing the organization and activities of the Association for the 2021-2024 term.

The report states that during the period 2021-2024, the wood industry business community in Binh Dinh experienced many ups and downs and faced unprecedented challenges and difficulties, such as: the Covid-19 pandemic; the impact of the Russia-Ukraine war; high inflation leading to prolonged tight monetary policy, many importers going bankrupt, a sharp decline in demand for wood products in major export markets such as the US, EU, and UK; geopolitical conflicts causing congestion on shipping routes through the Red Sea; record high sea freight rates on Asia-Europe and Asia-America routes, etc., resulting in a shortage of orders, high inventory levels, and a sharp increase in order cancellations…

In light of these difficulties, the FPA Binh Dinh Executive Committee has implemented numerous programs, plans, and solutions, such as:

Advising on the development of general policies and guidelines for the wood industry; proposing to the Provincial People's Committee, the Vietnam Wood and Forestry Association, and central agencies to resolve obstacles in the production and business activities of the wood industry (including areas such as: preventing and ensuring safe and efficient production and business during the Covid-19 pandemic; loans and credit from commercial banks, fire prevention and control, social insurance - health insurance - unemployment insurance, electricity, transportation, port services, industrial infrastructure, investment, land, construction planning, etc.).

Actively participate directly in the consultation process on timber industry policies at the central and local levels (such as the Voluntary Partnership Agreement VPA FLEGT, the European Timber Regulation (EUTR), the Regulation on Non-Deforestation Products (EUDR), the Lacey Act, the Forestry Law, Decree 102, Decree 120 on Vietnam's legal timber assurance system (VNTLAS), circulars of the Ministry of Agriculture and Rural Development, and other legal documents).

In collaboration with VIFORES, wood industry associations, FOREST TRENDS, and domestic and international agencies and organizations, we organize conferences and seminars to update members on trade information, legal regulations, and risk management policies in the wood industry; and provide timely industry information to our members.

Actively cooperate and establish close and effective links with industry associations (VIFOREST, HAWA, BIFA, DOWA, Thanh Hoa, Nghe An, wood chip, wood pellet, plywood branches, etc.); and domestic organizations such as the Private Economic Development Research Board (Board IV), VCCI (VCCI Da Nang, Hanoi, Ho Chi Minh City, WTO Center)...

Strengthening cooperation in the development of the timber industry, including research, market surveys, reporting on the timber trade situation to propose policies, technology training, design, marketing and sales, and disseminating legal regulations and international standards with organizations such as FORESTTRENDS (USA), FAO-EU FLEGT Program, GIZ (Germany), WWF, ILO, SIPPO-SECO-HELVETAGE (Switzerland).

Strengthening joint ventures and linkages between businesses involved in manufacturing, trading, and supplying products and services to the wood processing industry; collaborating with industry associations and businesses outside the wood processing industry to enhance the competitiveness of the entire wood industry; supporting, advising, guiding, resolving issues, and recommending solutions to protect the legitimate rights and interests of members.

Thanks to these efforts, the wood industry in Binh Dinh has overcome difficulties and gradually stabilized and developed during the years 2021-2024. According to statistics, the total export value of the wood industry in Binh Dinh during the 2021-2024 period reached US$3,824.1 million, an increase of 901% compared to the 2017-2020 period, with an average increase of 231% per year. The average annual increase in export value of the wood industry in Binh Dinh during the 2021-2024 period reached 551%, with an average annual increase of 141% (higher than the target of 101% per year); contributing approximately 621% to the total export value of the province annually. In 2024 alone, the export value of Binh Dinh's wood industry reached 1,060.9 million USD, an increase of 111% compared to the forecast target (960 million USD)...

Regarding the direction and tasks of the Binh Dinh wood industry for the period 2025-2027, FPA Binh Dinh has identified the following: To promote the development of a prosperous and sustainable wood processing industry with the brand "Binh Dinh Wood Products"; to ensure compliance with regulations and standards on the legality of wood, environmental friendliness, and to satisfy the needs and requirements of domestic and international customers, making Binh Dinh a major center for outdoor furniture, interior and exterior decoration in Vietnam.

Specifically, the objectives of FPA Binh Dinh are: To strive for an average annual growth rate of 131 TP3T/year, with a 201 TP3T increase in 2025 compared to 2024 and maintaining a steady growth of 101 TP3T in the following two years; to strive for the Binh Dinh wood industry to achieve a total export value of approximately 1.54 billion USD by 2027…

According to Mr. Nguyen Sy Hoe, in order to achieve the above goals and tasks, the FPA Binh Dinh Executive Committee has proposed a number of solutions, such as:

– Focus on developing the production of wooden furniture and creating effective industry linkages. Continue to focus on transforming and developing the production of wooden furniture according to the support policies of the Provincial People's Committee; increase specialization and automation in production. – Promote the transformation and development of indoor wooden furniture production, improve efficiency in operation and management, and increase labor productivity. Implement the strategy to develop Binh Dinh into one of the centers for producing kitchen cabinets, bathroom cabinets, and decorative panels for the US and UK markets.

– Effectively utilize the infrastructure and comparative advantages of the wood industry developed over the years to continue developing outdoor furniture product lines that combine product quality, innovative design, environmental protection, and effective marketing and sales strategies, as well as combining wood and industrial materials across different outdoor furniture sectors, based on strong relationships with a wide network of customers within the wood industry.

– Flexibly apply the incentive and preferential policies of the Government and the Provincial People's Committee to increase the level of linkage and efficiency of the wood industry with supporting industries (raw materials, machinery, packaging accessories, chemicals, services, logistics, etc.), ensuring a gradual improvement in the competitive position of the wood industry in the global wood and forest product chain.

– Strengthen the implementation and monitoring of key performance indicators (KPIs) for production and business activities, promote continuous innovation and improvement, invest in technology, advanced processing procedures, research and development of products, materials, designs, skills training, and the application of information technology…

– Leverage the support of central and local authorities, domestic and international organizations for the development of the timber industry. Actively consult and contribute to policy-making for central and local authorities, offering strategic direction proposals, breakthrough solutions, and specific suggestions for the sustainable development of the timber industry.

– Encourage members to invest in planting large-scale timber forests with certification (FSC/VFCSPEFC); Increase investment in technically processed wood products such as particleboard, fiberboard, and glulam wood based on developing value chains and supply chains for wood products; Recommend the development of the woven plastic and imitation rattan industries in a way that ensures raw material supply and corporate social responsibility towards workers.

– Coordinate with domestic and international organizations to organize training courses; organize study tours to learn from the experiences of exemplary factories in the country; organize short-term training courses to enhance the competitiveness of members; accelerate cooperation and linkages among industry associations to improve the overall competitiveness of the locality….

Speaking at the 7th Congress of the Binh Dinh Forest Protection and Management Association (FPA), Mr. Nguyen Tuan Hung acknowledged and highly appreciated the efforts and results achieved by the Association and the Binh Dinh wood industry in the past period. The representative from the Forest Protection and Management Department stated that the Binh Dinh FPA has made significant contributions to connecting and supporting businesses, guiding sustainable development, and promoting exports.

The continuous development of the wood industry over the years is clear evidence of the solidarity and efforts of all members of the Association; contributing to the annual increase in the export value of wood and furniture products, reaching a value of 17.35 billion USD in 2024, the highest ever…

However, Mr. Nguyen Tuan Hung noted that, entering 2025, alongside the advantages, the agricultural and forestry sector will face many difficulties. Major markets such as the US, EU, and Japan are increasingly demanding higher standards for traceability and sustainability certification; fierce competition in the global supply chain; the impact of climate change and the trend towards a green economy; and especially the difficulties and challenges arising from US President Donald Trump's executive order applying reciprocal tariffs on imported goods from China, Mexico, etc.

Therefore, Mr. Nguyen Tuan Hung suggested that the FPA Binh Dinh Executive Committee focus on several key tasks, such as:

Continue to actively coordinate with ministries and agencies in developing legal documents regulating mechanisms and policies related to forestry development and forest product processing.

Continuing to act as a bridge, reflecting the difficulties and obstacles faced by businesses to ministries, sectors, and management agencies so that timely solutions can be found.

Update and promptly disseminate regulations on legal timber, timber traceability in accordance with the law, international treaties, agreements, and cooperation agreements to which Vietnam is a member, to timber processing enterprises so that they are aware of and implement them; encourage enterprises to say no to illegal timber.

Promote support for member enterprises in applying modern processing technologies, green transformation, saving raw materials, reducing emissions, and improving labor productivity.

On behalf of the Provincial People's Committee, Mr. Tran Thanh Dung delivered a speech providing guidance to the 7th term of the FPA Binh Dinh Congress.

According to the Director of the Department of Industry and Trade of Binh Dinh province: In recent times, despite facing many difficulties and challenges, businesses in the wood industry of Binh Dinh have strived to overcome difficulties, stabilize production and business operations, and achieve positive results. As a result, in the period 2021-2024, the total export turnover of the wood industry in Binh Dinh reached approximately 3.9 billion USD, an increase of 901% compared to the period 2017-2020, contributing about 601% of the province's total export turnover annually; contributing to the province's achievement of exceeding 20 out of 21 key socio-economic development targets for 2024.

Investment attraction activities in the wood industry in Binh Dinh province during the 2021-2024 period were positive, attracting 120 projects under construction with a total investment of approximately 10,783 billion VND; increasing the total number of wood processing enterprises to over 370 with a total investment of over 30,000 billion VND, creating jobs for more than 30,000 local workers; making a significant contribution to the overall growth of Binh Dinh province, as well as the wood industry of Vietnam….

At the same time, Mr. Tran Thanh Dung analyzed: The goal that Binh Dinh is aiming for is to achieve double-digit GRDP growth in the coming years. Therefore, he suggested that the Executive Committee of the Binh Dinh FPA, term VII, focus on implementing the following key solutions:

– Building and developing the Association's organization and structure; strengthening participation in providing feedback and proposing solutions for mechanisms and policies related to the production, business, and development of the industry; assisting state management agencies in understanding and proposing solutions to promptly address difficulties and create favorable conditions for businesses… Promoting and encouraging businesses to comply with legal regulations on product origin, aiming towards a green, sustainable industry, applying advanced technology and digital transformation.

– Enhance members' access to market information to improve proactive measures and risk prevention; strengthen communication efforts regarding legal regulations and accountability systems for legally sourced timber in importing countries.

– Organize specialized workshops and training programs, especially on the use of certified timber and products with reduced emissions; access government and international organizations' support programs and projects for the wood processing industry…

– Strengthen linkages and cooperation among members to form industry clusters and value chains in wood processing and consumption; protect the legitimate rights of members. Continue to encourage members to jointly invest in planting large timber forests, forming raw material areas with sustainable forest management certification (FSC/VFCS PEFC)…

Following this, the Congress proceeded with the nomination and election of the Executive Committee and the Inspection Committee for the 7th term (2025-2027). As a result, 22 delegates were elected to the new Executive Committee and 2 delegates were elected to the Inspection Committee. Simultaneously, at its first meeting, the 7th term FPA Binh Dinh Executive Committee elected a Standing Committee of 7 members, including 1 Chairman, 1 Standing Member, and 5 Vice-Chairmen. Mr. Nguyen Sy Hoe was elected Chairman of FPA Binh Dinh for the 7th term (2025-2027)…

On the occasion of the 7th Congress of FPA Binh Dinh, the Organizing Committee presented commemorative medals to the members of the Executive Committee for the 6th term (2021-2024)...
